刘太格博士是著名国际城市规划大师、雅思柏建筑设计事务所董事。在雅思柏,刘博士已经在新加坡和亚洲开展并完成了许多建筑、城市设计和规划项目。在中国大陆、台湾以及中东地区,他重新规划了十几个200到500万人口的城市以及中央商业区、乡镇、住宅和工业园区。
刘博士曾对成功实施公共住宅计划及确定未来城市发展方向付出巨大心力。在1969-1989年,他时任新加坡重建局局长与总规划师,提出组屋开放的系统规划概念,并打造了二十几个20万人规模的新城镇。在这20年间,建武局完成了50多万个住宅单位建设。在1989-1992年,他作为新加坡市区重建局的首席执行官和总规划师,指导了新加坡长期规划总蓝图的修订和历史建筑保护的重要发展方向。
在国际上,刘博士曾多次应邀作为主讲嘉宾参加世界各地的重大会议。他先后被中国20多个城市任命为城市规划顾问。在2002年,他被邀请并任命为北京奥运设施规划方案评审委员会主席。
在文化领域里,除了担任许多政府和艺术机构的董事会成员外, 他也在1996-2005年间担任新加坡国家艺术理事会主席。2000-2009 年,他担任新加坡泰勒版画研究院院长。刘太格博士还被教育部任命为艺术学院素质框架的外部评审委员会主席。自2008年起他还兼任新加坡宜居城市研发中心主席。
在学术领域中, 1962年刘博士毕业于澳大利亚新南威尔斯大学,随后前往美国耶鲁大学,攻读城市规划硕士,在1965年毕业后,获颁帕森纪奖。后来,他在1980年攻读了巴黎枫丹白露的斯坦福大学欧洲工商管理学院高级管理课程。1995年,他被新南威尔士大学授予理学博士荣誉理学博士。

Founding Chairman of the Advisory Board, the Centre for Liveable Cities in Singapore
Dr Liu Thai-Ker is a renowned architect-planner and a Director of RSP Architects Planners & Engineers. In RSP, Dr Liu has undertaken and completed many architectural, urban design and planning projects in Singapore and Asia. He has replanned close to a dozen cities of 2 to 5 million people each in China, Taiwan, the Middle East as well as central business districts, townships, residential and industrial estates.
Dr Liu has been closely associated with the successful implementation of public housing in Singapore and the formulation of a vision for the future urban development of the city. As architect-planner and later Chief Executive Officer of the Housing & Development Board, 1969-1989, he created two dozen new towns of around 200,000 persons each and oversaw the implementation of more than half a million dwelling units. As Chief Planner cum Chief Executive Officer of Urban Redevelopment Authority, 1989-1992, he spearheaded the major revision of the Singapore Concept Plan.
Internationally, Dr Liu has been invited on numerous occasions as the keynote speaker to major conferences around the world. He has been appointed the planning advisor to close to two dozen cities in China. In 2002, he was invited as Chairman of the design jury for the Beijing Olympic Master Plan competition.
Besides sitting on the board of a number of governmental and arts organizations, he was the Chairman of the National Arts Council from 1996 to 2005. In 2008, he was appointed the Founding Chairman of the Advisory Board of the Centre for Liveable Cities in Singapore.
Academically, Dr Liu obtained his Bachelor of Architecture with First Class Honours and University Medal from the University of NSW in 1962 and Master in City Planning with Parson’s Memorial Medal from Yale University in 1965. He later attended Stanford INSEAD Advanced Management Program, Fontainbleau, Paris in 1980. In 1995, he was conferred Doctor of Science honoris cause by the University of New South Wales.
