    夏光博士，现任中国环境保护部环境与经济政策研究中心主任、研究员。经济学博士。兼任环境保护部科学技术委员会委员、中国人民外交学会理事、中国环境科学学会常务理事、中国人民大学兼职教授、中国国际经济交流中心理事、国务院政府特殊津贴专家。2009年获选为连瀛洲纪念奖学金中国学者。

    夏博士长期从事环境保护政策研究和管理工作，出版《环境政策创新》等著作7部，发表《论环境权益的市场化代理制度》等论文200多篇，主持《修改（环保法）框架研究》等项目50多项，获得全国环境总局科技奖、中国人民大学优秀博士论文奖等。

    Dr. Xia Guang

    Dr. Xia Guang is currently the Director-General, Policy Research Centre for Environment and Economy

    Ministry of Environmental Protection (MEP), China. He is also a member of the Science and Technology Committee of MEP and a member of the Leading Group of WTO, Trade and Environment of MEP. He is engaged as a syndic member of the China People’s Diplomacy Association, a member of the Standing Committee of China Association of Environmental Sciences, and a Professor of China Renmin University and Shanghai Financial and Economic University. He enjoys special allowance from the State Council. Dr Xia. is a China Fellow of the 2009 Lien Ying Chow Legacy Fellowship.

    Dr Xia has published 7 books, 200 over journal articles, and has led more than 30 research projects. Among his honours and awards are MEP’s Scientific and Technological Award, and China Renmin University’s Excellent Doctorate Award.
