    马亮博士，现任新加坡南洋理工大学南洋公共管理研究生院研究员，兼任中国西安交通大学绩效管理研究中心客座研究员。他于2006年、2008年和2012年先后毕业于西安交通大学并获管理学学士、硕士和博士学位。曾在国家自然科学基金委员会、西安高新技术产业开发区管理委员会和西北工业大学等机构任职。他的研究方向为公共组织创新、政府绩效管理、城市管理、电子政务等。他出版过英文专著一部，并在许多国内外学术期刊发表论文50余篇。

    Dr. Ma Liang

    Dr. Ma Liang is a Research Fellow at the Nanyang Centre for Public Administration at Nanyang Technological University, Singapore. He is also a Research Fellow at the Center for Performance Management, Xi’an Jiaotong University, China, where he received his degree, master and doctorate degrees in Public Administration. Previously, he worked in National Natural Science Foundation of China, Administrative Committee of Xi’an High-Tech Industries Development Zone, and Northwestern Polytechnical University.

    His research interests include public organisational innovation, government performance measurement and management, urban management and governance, and electronic government. Dr. Ma’s book Public Service Performance and Political Elite Career Advancement: Evidence from China was published by Lambert Academic Publishing in 2012. His research has appeared in Public Management Review, Public Administration, Public Performance and Management Review and many other journals in English and Chinese.
