    王金华先生，现任民政部社会工作司司长，曾任民政部新闻发言人、办公厅副主任、基层政权和社区建设司副司长。他曾多次参与中央有关部门重大调研活动，参与起草修订《中华人民共和国城市居民委员会组织法》、《中华人民共和国村民委员会组织法》以及中央下发的一系列重要文件，长期从事中国基层民主政治建设和城乡社区建设工作。2013年获选为连瀛洲纪念奖学金中国学者。

    他曾合著出版过《当代中国基层政权建设》一书，参与创办了“中国农村村民自治信息网”，组织实施了民政部与欧盟委员会合作的“中欧村务管理培训项目”、民政部与美国卡特中心合作的“规范村委会选举程序”、联合国计划开发署“青年农民工融入社区”等项目。他现任南京大学、国家行政学院兼职教授。

    Mr. Wang Jinhua is the Director of Department of Social Work under the Ministry of Civil Affairs, China. He had held other key positions in the Ministry of Civil Affairs, including the Ministry’s news spokesman, Deputy Director for the General Office, and Deputy Director of the Department of Social Administration at the Grass-root Level. He is actively involved in the development of democracy at grassroots level and the urban-rural development, and has participated in numerous major research activities conducted by the various departments under the Central Organisation Department. He drafted and amended the “Organic Law of Urban Residents Committees of the People's Republic of China”, “Organic Law of the Villagers Committee of the People’s Republic of China” and other series of important documents from the Central Government. He is a China Fellow of the 2013 Lien Ying Chow Legacy Fellowship Programme.

    He has published a book and participated in the development of an autonomous information portal for China villagers. Mr. Wang is the adjunct professor at Nanjing University and the Chinese Academy of Governance.
