Consul General Peng graduated from the National University of Singapore in 1992 with a bachelor’s degree in engineering (first class honours). He joined the Singapore Department of State in 1994. From 1998 to 2001, Consul General Peng was stationed in Singapore as deputy representative in Taipei. In 2002 the Singapore Ministry of Foreign Affairs sent him to study at Columbia University, and he earned a master of arts in east Asian studies in 2003.
Before becoming consul general, he served as deputy director of the Department of State Division of South Asia between 2008-2011. Consul General Peng was also in the third Policy Planning Analysis Division Northeast Asia (1994-1998, 2001-2002), Policy Planning Analysis Division for Southeast Asia (2003-2004), and chief of protocol in addition to various other positions.
In 2005, Consul General Peng served as a counselor of post in the Singaporean Embassy in Hanoi, and was subsequently appointed as Deputy Director (Counselor) until February 2008.
彭迪成出生于1967年,1992年毕业于新加坡国立大学,获工程学学士学位(一等荣誉) 。彭先生于2002年受新加坡外交部派往美国哥伦比亚大学学习,并于2003年获颁东亚研究文科硕士学位。
彭迪成于1994年加入新加坡外交部。被委任为总领事前,彭迪成于2008-2011年间担任外交部南亚司副司长。他也曾在政策规划分析三司(东北亚)(1994年至1998年、2001年至2002年)、政策规划分析一司〈东南亚) (2003年至2004年〉、和礼宾司(2008年4月至11月〉担任多项职务。
1998 年至2001 年期间,彭迪成被派驻新加坡驻台北办事处担任副代表一职。2005年,彭迪成在新加坡驻河内大使馆担任参赞一职,随后被任命为副馆长(参赞)直至2008年2月为止。
